Deputy Director General of the Center
In the absence of the General Director, the Deputy Director General of the Centre will take over the terms of reference of the Director General of the Centre, as well as the following:
1- Managing the center and managing its technical, financial and administrative affairs.
2- Monitoring the progress of the work in all the center’s organs and working to raise the level of capacities to develop strengthening the work.
3- The formation of scientific committees and committees related to the work of the Center.
4- Signing the financial documents of the center and contracts in accordance with the legislation in force.
5- Taking appropriate administrative measures to contribute to the development of the quality and performance rate of the center.
6- Supervising the preparation of the draft estimated budget and the final account of the Centre.
7-Assigning research tasks, experience and consulting work to specialists.
8- Proposing the establishment of administrative, technical ,financial departments and units at the center and identifying their terms of reference, modifying, integrating or abolishing them.
9- Adopting the general policy and operational programs of the Center in the field of scientific research, expertise, consulting, training, conferences, seminars, scientific and technical workshops, projects ,cooperation agreements with local and international institutions in order to achieve its objectives.
10 – Work to provide the necessary possibilities to carry out scientific research work, expertise, consulting and scientific and technical meetings.
11- Discuss and adopt the distribution of financial allocations from the Centre’s budget to different aspects of activity.
12- The adoption of transportation from one clause to another in the budget of the center.
13- Representing the center in its relationship with others and before the judiciary.
14- The adoption of the functional procedures of the staff of the center, all of whom are recruited, promoted, transferred and scarred in accordance with the legislation in force.
15- The adoption of the minutes of the standing committees.
16- Chairing the Scientific Committee of the Centre and its management and adopting its records and related executive procedures.
17. Assigning the Deputy General director of the Centre.
18. Assigning department ,office managers and department heads.
19- Adoption of training ,development plans and programs for the center.
20- Adopting memorandums of understanding and agreements related to the work of the Centre in order to achieve its objectives.

Deputy Director General of the Center
In the absence of the General Director, the Deputy Director General of the Centre will take over the terms of reference of the Director General of the Centre, as well as the following:
1- Supervision and daily follow-up of the work of departments, offices and committees at the center.
2. Acting as Director-General of the Centre in holding and chairing the meetings and the works assigned to him.
3- Follow-up of the projects and works carried out by the Center in terms of implementation, difficulties, obstacles and compliance with the deadlines in accordance with the various contracts and their time programs.
4- Follow-up the work of the committees formed for the purpose of carrying out specific tasks and the extent to which they accomplish the work
5-Chairing the Personnel Committee and the Research Committee.
6-Submit quarterly periodic reports to the Director General of the Center on the various activities of the departments and administrative units of the center.
Any other terms of reference assigned to him by the Director General of the Center.
